One "fix" (and I use that term very loosely) would be to make an eccentric bush to bring the two into alignment. Easy enough if you have a 4 jaw chuck. Just need to ensure that it does not rotate in the pivot arm when installed.
A better (but no more elegant) solution is to break out the oxy and persuade them back into alignment. Hold the base, maybe even tack it to your welding bench, and heat the left arm below the pivot housing. Then use a long lever bar to realign. Wouldn't take too much. Might even be able to do it cold with enough force.
